ImO, the octopus has socially evolved from itself. Every tentacle thinks and learns on it's own by feel, smell and taste, then it makes it's decision without discussing with the central brain. Who's to say that the tentacles communicating and learning from each other is the association you speak of.? The tentacles are always together and they continually interact with each other. To us, they seem to be loners but in his world, he has 8 friends with him at all times.
